(6)On receipt of an application under sub-sections (4) and (5), the Authority may, after making such enquiry as it deems necessary, either issue or refuse to issue the certificate of registration. Every registration shall be in such form and in such manner and subject to such terms and conditions as may be prescribed and shall be valid for a period of three years from the date of issue of the certificate of registration:Provided that the Authority shall, before refusing to issue the certificate of registration, give the applicant a reasonable opportunity of being heard.
