Section 4(3) in Bihar Private Universities Rules, 2013
(3)of section 4 of the Act, if the government is satisfied that it is advisable to establish a university, a letter of intent may be issued under sub-section (1) of section 5 of the Act of the Sponsoring Body to fulfill the conditions mentioned in clauses (i) to (ix) of sub-section (1) of section 5.
