(c)[the Faculty Council for post-graduate studies or the Council for undergraduate studies] [Words substituted for the words 'the Faculty Council for post-graduate and undergraduate studies' by W.B. Act 17 of 1999.] may delegate any of its powers or duties, conferred or imposed by or under this Act, to-
