Section 73(3)(a) in The Indian Electricity Rules, 1956

(a)All non-current carrying metal parts of tube stands, fluroscopes and other apparatus shall be properly earthed and insulating floors, mats or platforms shall be provided for operators in proximity to high or extra-high voltage parts unless such parts have been rendered shock proof.
