Section 17(2) in The Orissa Rice and Paddy Procurement (Levy) and Restriction on Sale and Movement Order, 1982
(2)A dealer shall be entitled to sell the rice milled by him out of paddy acquired by him, after having paid the required levy there on, both inside and out side the State.
