Section 239(2)(l) in The U.P. Kshettra Panchayats And Zila Panchayats Adhiniyam, 1961

(l)regulating fairs, cattle markets, agricultural shows and industrial exhibitions held under the authority of a Zila Panchayat or a Kshettra Panchayat, or otherwise, to which the public is allowed to access;
