Section 17(1)(a) in The Bihar Kendu Leaves (Control of Trade) Act, 1973

(a)to accept from any person against whom a reasonable suspicion exist that he has contravened any provision of this Act or the Rules made thereunder, a sum of money by way of compensation, for the offence which such person is suspected to have committed; and
