Section 62A(a) in The Drugs and Cosmetics Rules, 1945
(a)Restricted licenses in Forms 20-A and 21-A shall be issued, subject to the discretion of the licensing authority to dealers or persons in respect of drugs whose sale does not require the supervision of a qualified person.
