Section 151(1) in The Naval Ceremonial, Conditions Of Service And Miscellaneous Regulations, 1964
(1)All promotions in the ordinary course up to the rank of Lieutenant Commander and Acting Commander shall be made by the Chief of the Naval Staff, the usual draft notifications being forwarded to the Government for publication in the Gazette of India. Recommendations for promotions to substantive Commander and above shall be submitted to the Government for their approval. Necessary orders for promotion shall be conveyed by the Chief of the Naval Staff.
