Section 76(a) in The Port Of New Mangalore Rules, 1976
(a)Every vessel while loading, discharging or handling explosives or cased dangerous petroleum shall bank all fires and stores them up only when explosives or cased dangerous petroleum are not being loaded, discharged or handled and only when hatches containing explosives or cased dangerous petroleum are completely closed.
