Section 169 in The Border Security Force Rules, 1969

169. Mode of submitting petitions

.-(1)(a) A petition, by a person who is still a member of the Force shall be submitted through his Commandant.(b)A petition, by a person who has ceased to be a member of the Force shall be submitted to the Commandant of the unit in which the trial was held.
(2)An officer to whom a petition is submitted or to whom a petition has been forwarded shall forward it to the next superior within a period of one week:Provided that an officer may not forward a petition if he is competent to give the redress asked for and decides to do so.
(3)An officer receiving a petition may send it to the Chief Law Officer or a Law Officer for advice.
