Section 13(1) in Himachal Pradesh Technical University Act, 2014
(1)The Vice-Chancellor shall be the Principal Academic and Executive Officer of the University. He shall in the absence of the Chancellor preside over the convocation of the University and shall confer degrees on persons entitled to receive them.
