(b)The Commission may request the concerned Deputy Commissioner to appoint one Govt. Observer not below the rank of ADC of the concerned district. But his keeping watch should not disturb/obstruct the conduct of examination or disturb the supervisor in any way. A report from the Govt. Observer may also be obtained on the conduct of the examination,
