Section 9(d) in Model Rules, 2011 under Bengal Ferries Act, 1885
(d)that such boat is provided with adequate appliances for the pumping or bailing out or otherwise getting rid of bilge water and with serviceable ground tackle ,anchoring and other equipment and lights necessary for safe navigation .
