ORDER
1. The Appellant filed an RTI application dated 12.10.2022 seeking information on the following points:
(i) वष 2015 से अग+ 2022 तक सूचना बाबत- धानमं.ी सुर/ा बीमा योजना बारे ।
(ii) धानमं.ी सुर/ा बीमा योजना की नोिटिफकेशन की स5ािपत ित व इसके Rules and Regulations की स5ािपत ित दी जावे।
(iii) Bॉक जु लाना िजला जीD राE हGरयाणा िपन कोड-126101 मे धानमं.ी सुर/ा बीमा योजना के तहत िकतने िबिमत पGरवारो को बीमा कवर िदया गया उनका नाम व पता सिहत िववरण की स5ािपत कॉपी दी जावे।Page 1 of 3
(iv) यह िक उL योजना के िबिमत राशी का िनवेश कहा होता है इस सूचना की स5ािपत कॉपी दी जावे।
2. The CPIO replied vide letter dated 14.11.2022 and the same is reproduced as under:-
िबNदु (1): कोई जानकारी नहीं मां गी गई है ।
िबNदु (2): धान मं.ी सु र/ा बीमा योजना (PMSBY) से सUVWत िनयम् की ित संलY है ।
अिधक जानकारी िवभाग की वेबसाइट https://www.jansuraksha.gov.in/Files/PMSBY/Hindi/Rules.pdf पर उपलf है | िबNदु (3): मां गी गई जानकारी तृ तीय प/ की jVLगत जानकारी से संबंिधत है और िजसे आरटीआई अिधिनयम, 2005 की धारा 8(1) (जे ) के तहत छूट दी गई है । हालां िक, 31.08.2022 तक हGरयाणा के जींद िजले मo धान मं.ी सुर/ा बीमा योजना (PMSBY) के तहत संचयी नामां कन (Cumulative Enrolments) की सं ा 2,36,494 है । 31.08.2022 तक हGरयाणा के जींद िजले मo धान मं.ी सुर/ा बीमा योजना (PMSBY) के तहत संचयी नामां कन Scheme Name Cumulative Enrolments धान मं.ी सुर/ा बीमा योजना (PMSBY) 2,36,494 िबNदु (4): उठाए गए िबNदु पूछताछ/yzीकरण मां गने की कृित मo है और यह आरटीआई अिधिनयम, 2005 की धारा 2 (एफ) के अंतगत यथापGरभािषत 'सूचना' नहीं है ।
3. Dissatisfied with the response received from the CPIO, the Appellant filed a First Appeal dated 04.12.2022 alleging that the information provided was incomplete, false and misleading. The FAA vide order dated 13.01.2023 upheld the reply given by the CPIO.
4. Aggrieved with the FAA's order, the Appellant approached the Commission with the instant Second Appeal dated 22.03.2023.
Page 2 of 35. The appellant remained absent and on behalf of the respondent Mr. Joy Saxena, US and Mr. Anupam Singh, OSD attended the hearing in Person.
6. The respondent while defending their case inter alia submitted that a suitable reply as per the provisions of the RTI Act has been furnished to the Appellant. All the generic information has been provided except the names and addresses of the beneficiaries which is a sensitive information.
7. The Commission after adverting to the facts and circumstances of the case, hearing the Respondent and perusal of records, observes that an appropriate reply has been provided by the Respondent. Further, in the absence of the Appellant to plead his case or contest the Respondent's submissions, the Commission finds no scope of intervention in the matter. Accordingly, the appeal is dismissed.
Copy of the decision be provided free of cost to the parties.
