Section 45J(1) in The Government Of National Capital Territory Of Delhi Act, 1991
(1)The Secretary of the Department concerned shall be responsible for preparing and authenticating every memorandum including the Cabinet Notes, for consideration of the Council of Ministers and for obtaining approval of the Minister in-charge and the Chief Minister.
