Section 12 in The Warehousing (Development And Regulation) Registration Of Warehouses Rules, 2010
12. Refusal of Registration. - The Authority may, for sufficient reasons to be recorded in writing, refuse to grant the registration to any applicant and shall furnish him with a copy of the order so passed :
Provided that before rejecting any such application, the applicant shall be given a personal hearing by the Authority.
