Section 4(a) in Delhi District Courts (Right to Information) Rules, 2008
(a)A person desirous of seeking information under sub section (1) of section 6 of the Act, shall submit an application in writing or through the electronic means in English or Hindi in Form A, accompanied by an application fee of rupees ten by way of cash against a proper receipt or by bank draft or banker's cheque, or an Indian postal order payable to the District Judge. A receipt in Form B shall be given to the applicant of having submitted the application.
