132. Exemption .-The provisions of rules 110 to 128, (both inclusive) and rule 131 shall not apply in any case, where, on grounds of emergency or special circumstances, exemption is obtained from the Inspector. In granting any such exemption the Inspector may prescribe such conditions as he thinks fit.
