Section 6(2) in The Bihar and Orissa General Clauses Act, 1917
(2)Unless the contrary is expressed, a Bihar and Orissa Act [or Bihar Act] [Inserted by A.O. 1937.] shall be construed as coming into operation immediately on the expiration of the day preceding its commencement.
