Section 15(2) in Tamil Nadu Town Panchayat Establishment (Punishment and Appeal) Rules, 1988
(2)The District Town Panchayat Officer may on a reference made to him under sub-rule (1) or suo motu call for the connected papers relating to any establishment matters from the executive authority of the town panchayat and pass such orders as he deems fit. Such order shall be carried out by the executive authority.
