(2)In the case of large buildings such as banks etc., basements with floors below the spring level may even be allowed provided that foundations, floors and walls up to a height of 1 metre (3.2808 ft.) above the highest spring level are designed and constructed to give absolute water tightness and are structurally found to the satisfaction of the Administrator.
