Section 209(2) in Chennai City Municipal Corporation Act, 1919
(2)No person shall erect or add to any building between a street alignment and a building line defined under section 208 except with the permission of the commissioner, who may when granting permission impose such conditions as the [standing committee] [Substituted for 'central committee' Tamil Nadu Act 22 of 1971.] may lay down for such cases.
