Section 12(2) in The U.P. Minor Minerals (Concession) Rules, 1963
(2)If the State Government is of opinion that in the interest of mineral development, it is necessary so to do, it may, for reasons to be recorded in writing grant a mining lease for any period exceeding 10 years but not exceeding 15 years:Provided that the State Government may allow to extend the period of existing mining lease in respect of sand or morrum or bajari or boulder or any of these in mixed state exclusively found in the riverbed from the current period of three years to five years.
