Section 33(1) in The Punjab Panchayati Raj Act, 1994
(1)Notwithstanding anything to the contrary in this Act or any other laws for the time being in force, the Panchayat Samiti or Zila Parishad may as the case may be, and shall if so required by the State Government delegate, transfer any duty, function or property for proper and efficient control, management and administration to the Gram Panchayat ;
