Section 5(7) in The Orissa Veterinary Practitioners Rules, 1976
(7)The Returning Officer shall examine each nomination paper and shall record thereon his decision accepting or rejecting the same after hearing objection, if any, and if a nomination paper is rejected, shall state in brief his reasons for such rejection.
