(2)The Project Authority shall cause arrangements, in the prescribed manner, for the election by the method of secret ballot of the President and Members of the Managing Committee from among the Members of the General Body of the Distributary Committee:Provided that the Government may, for the reasons to be recorded in writing, from time to time postpone elections.
