Section 1(i) in Police Regulations, Calcutta, 1968
(i)The word "Commissioner" means the Commissioner of Police, Calcutta. The functions of the Commissioner may be delegated by him to a Deputy Commissioner of Police except the following which shall be exercised only by the Commissioner -
