Section 25(2) in The U.P. District Offices (Collectorates) Ministerial Service Rules, 1980
(2)No person holding any of the posts mentioned in Category 'B' in Rule 5 shall be allowed to cross-(i)the first efficiency bar unless his record of service shows that he has worked steadily with distinct ability and strict honesty and unless his integrity is certified;(ii)the second efficiency bar unless it is found that he is well acquainted with rules and regulations and he has worked with diligence and intelligence and unless his integrity is certified.
