Section 196(c) in The Navy (Pay And Allowances) Regulations, 1966
(c)The accommodation arranged, which shall be of a class and scale suitable to the rank and status of the officers, shall be approved by the Officer Commanding, Station except in the case of officers of the rank of Captain in which case the approval of the General Officer, Commanding Area shall be obtained.
