Section 4(1) in The Manipur Higher Secondary Education Act, 1992
(1)The Government shall, as soon as may be after the commencement of this act, establish by notification a Council to be called the Council of the Higher Secondary Education Manipur for regulation, supervision and development of Higher Secondary Education in accordance with the provisions of this Act.
