Section 2(a) in The U.P. Electricity (Regulation of Distribution and Consumption) Order, 1972
(a)'Factory', means a factory as defined in the Factories Act, 1948, but does not include a factory in which no manufacturing process is being or is ordinarily carried on which the aid of power;
