(2)From the date of any notice published under sub-section (1) in respect of any public road or part thereof, the Board of Councilors shall not be bound to maintain or repair such public road or part thereof, and the site thereof may be disposed of or otherwise dealt with in such manner as the Board of Councilors may determine :Provided that if the Board of Councilors determines to sell or to let on lease or otherwise transfer any part of the site as aforesaid which is adjacent to any private land or building, the owner of such land or building shall have prior right to buy or take on lease such part of such site at a reasonable rate and on such terms and conditions as the Board of Councilors may decide.
