Section 12(4) in The Mineral Conservation And Development Rules, 1988
(4)The Regional Controller or the authorised officer [or the officer authorised in this behalf by the State Government, as the case may be,] [Inserted by G.S.R. 55(E), dated 17.1.2000 (w.e.f. 18.1.2000).] shall convey his approval or refusal to the scheme of mining within ninety days of the date of its receipt.
