Section 2(1)(b) in The Election Expenses (Maintenance and Lodging of Account) Madhya Pradesh Order, 1997

(b)"Candidate" means a person who has been duly nominated as a candidate at an election to the office of Mayor of a Municipal Corporation or President of a Municipal Council or a Nagar Panchayat;
