Section 14(1) in The Haryana Canal and Drainage Act, 1974
(1)There shall be provided and maintained, at the cost of the State Government, suitable means of crossing canal at such places as the State Government thinks necessary for the reasonable convenience of the inhabitants of the adjacent lands;
