Section 9(1) in The Orissa House Rent Control Act, 1967
(1)If at any time after the fair-rent of a house has been determined under section 5, it appears to the Controller that subsequent to such determination, some addition, improvement or alteration, not being in the nature of necessary repairs or repairs usually made to houses in that locality, has been made to the house at the landlord's expense, he may, after making such enquiries as he thinks fit, redetermine the fair-rent of the house:Provided that the excess rent payable for the house shall not exceed seven and a half per cent per annum on the cost of such addition, improvement or alteration and shall be chargeable from the date of completion of such addition, improvement or alteration.
