THE MINISTER OF STATE IN THE MINISTRY OF PARLIAMENTARY AFFAIRS AND MINISTER OF STATE IN THE MINISTRY OF WATER RESOURCES, RIVER DEVELOPMENT AND GANGA REJUVENATION (SHRI ARJUN RAM MEGHWAL): Madam, we want to take up item no. 24.

“That the Bill to provide for a comprehensive mechanism to ban the unregulated deposit schemes and to protect the interest of depositors and for matter connected therewith or incidental thereto, be taken into consideration.” … (Interruptions)
HON. SPEAKER: Minister, do you want to say something?
SHRI PIYUSH GOYAL: Madam, the Standing Committee has already given its recommendations. We have taken full cognisance of those recommendations. It is in the interest of the small depositors and lakhs and crores of people all over the country who are suffering because of lack of regulation of one section of these companies. Many are regulated by SEBI, RBI or NABARD. But there is still a little loophole that some chit funds and ponzi funds are using. Nowadays, a lot of such instances are coming to light. I think it is in the interest of the small investors and common man. It is a simple Bill. If the House wants to discuss, we are open to it. Otherwise, after the Bill having gone through the Standing Committee, we can easily pass it.
SHRI K.C. VENUGOPAL: Since morning the Government has been saying that only the Finance Bill will be taken up for discussion and now the Government is asking for the discussion on a new Bill. …(Interruptions)

One is about the Jallianwala Bagh National Memorial Bill which is of urgent need and I think every political party is in favour of passing it.

SHRI BHARTRUHARI MAHTAB: It is better that by 2 o’ clock we can take up this Bill immediately after Lunch, if possible. It is important and it is necessary. The Standing Committee on Finance has gone through it.

कृषि और किसान कल्याणमंत्री (श्री राधा मोहन सिंह): कल अंतिम दिन है। कल सब लोग सवेरे जाना चाहते हैं, इसलिए इसको आज ले लिया जाए।
SHRI BHARTRUHARI MAHTAB: As the Finance Minister, the thickness of the Bill must be known to you. It is not a two-page Bill like the Jallianwala Bagh National Memorial Bill. It is a different matter altogether that most of the hon. Members agreed with the amendments and that is why this Bill has come up here. But there is a necessity to discuss it here. Even if you pass it without a discussion here today, will you be able to pass it in the Rajya Sabha? That issue is still there. Therefore, my request would be not to rush it through in the last moment.
SHRI PIYUSH GOYAL: Let the Rajya Sabha discuss and pass it tomorrow because they are also concerned with the problems of crores of people in the country. So, at least, let us make an effort. Let us make an effort to appeal to the conscience of the Rajya Sabha.

श्री नरेन्द्र सिंहतोमर: माननीय अध्यक्ष जी, अगर यह बिल आज यहां पर पास होगा, तभी कल राज्य सभा में जा पाएगा । कल सदन का अंतिम दिन है। मैं आपके माध्यम से प्रतिपक्ष के सभी मित्रों को निवेदन करना चाहता हूं कि इस बिल की महत्ता को समझते हुए आज ही इस बिल को कम समय में पास कर दें। अगर सब लोग सहयोग करेंगे तो ठीक रहेगा, क्योंकि कल के बाद तो गुंजाइश ही नहीं रहेगी। कल अगर हम लोग पास करेंगे भी, तो यह राज्य सभा में नहीं हो पाएगा ।

So, do not say like that tomorrow. बिल्कुल एक घंटा या आधे घंटे में ही जल्दी-से-जल्दी करना है, नहीं तो हरेक व्यक्ति बोलना चाहेगा तो गड़बड़ हो जाएगी । If you agree with one hour, then only we will do it.
आप लोगों ने ऐसा पहले से सहयोग क्यों नहीं दिया? आज कितने प्रेम से दे रहे हो, जाते-जाते प्रेम उमड़ आया । चलो सही बात आ गई।
