Section 2(3) in The Navy (Disposal Of Private Property) Regulations, 1961
(3)"Commanding Officer" means the Commanding officer of the ship of the Indian Navy to which the deceased belonged and includes any person appointed by the Chief of the Naval Staff under Section 182 to perform the functions and powers of the Commanding Officer.
