Section 61(1) in The Rules of Procedure and Conduct of Business in Rajasthan Legislative Assembly, 1959
(1)A Bill involving expenditure shall be accompanied by a financial memorandum which shall invite particular attention to the clauses involving expenditure and shall also give an estimate of the recurring and non-recurring expenditure involved in case Bills passed into law.
