Section 6(b) in Gauhati University Travelling Allowance Rules, 1966
(b)The shortest route is that by which the traveller can most speedily reach his destination by the ordinary modes of travelling. In case of doubt the controlling officer may decide which shall be regarded as the shortest of the two or more routes.
