Section 4(3) in Bihar Private Universities Act, 2013
(3)The Education Department, on receipt of the proposal and the project report for establishment of a University, shall constitute a committee consisting of :(i)One Vice Chancellor of any of the State Universities,(ii)An expert having at least five years of experience as Professor of a University, and(iii)One Finance Member having five years of experience in the field of Public Finance, Institutional Finance, Government Account or Commercial Account to examine the proposal and the project report.
