Section 147(1) in The West Bengal Co-Operative Societies Act, 1983
(1)The State Government may, after previous publication in the Official Gazette, make rules for carrying out the purposes of this Act for the whole or any part of West Bengal or for any cooperative society or class of co-operative societies:Provided that any such rules may be made without previous publication if the State Government is of opinion that in the public interest such rules should be brought into force at once.
