(10)If at any time, for any reason, there is vacancy of a seat in the Village Council, it shall be report forthwith to the Executive Committee either by the President or by the Secretary and the Executive Committee shall make arrangement to fill up the seats as provided by the Election Rules of Village Council.(b)Legislative functions:-
