Section 19(1) in Tamil Nadu Hackney Carriage Act, 1911
(1)It shall be lawful for the [Deputy Commissioner] [Substituted for the word 'Commissioner' by section 2 of the Tamil Nadu Hackney Carriage (Amendment) Act, 1964 (Tamil Nadu Act 21 of 1964).] to grant a licence to act as driver of any licence, hackney carriage to any applicant whom he may consider fit.
