Section 401(1) in The Naval Ceremonial, Conditions Of Service And Miscellaneous Regulations, 1964
(1)Applications for payment of restaining fee accompanied by training certificates shall be made to the Registrar of Reserves on whose authority the Controller of Defence Accounts (Navy) shall make the necessary payments.
