Section 33(2) in The Punjab Panchayati Raj Act, 1994
(2)The Panchayat Samiti or Zila Parishad, as the case may be, shall place sufficient funds at the disposal of the Gram Panchayat for performance of the duties so delegated for proper control and administration of the properties so transferred to the Gram Panchayat in case of default, the State Government may by order in writing direct the person having the custody of Panchayat Samiti Fund or Zila Parishad Fund to place funds at the disposal of the Gram Panchayat.
