Section 20(iv) in Uttaranchal Higher Judicial Service Rules, 2004
(iv)The list shall contain the name of the officer twice the number of vacancies required to be filled up by promotion from the cadre of Civil Judge (Senior Division). for his approval and shall be placed for consideration before the Court.
