Section 129(1) in The Tamil Nadu Cinemas (Regulation) Rules, 1957
(1)Where the holder of a no objection certificate dies, any of his legal heirs may make an application in Form "J" to the licensing authority, before the expiry of the period of validity of no objection certificate, for the transfer of the no objection certificate in his name.
