Section 89(2) in The Indian Port Health Rules, 1955

(2)Charges for applying the measures provided for in these Rules, other than the measures referred to in sub-rule (1) of this rule, shall conform with the traffic for such charges as may be fixed from time to time by the Central Government. These charges shall be moderate and not exceed the actual cost of the service rendered, and they shall be levied without distinction as to the nationality, domicile or residence of the person concerned or as to the nationality, flag, registry or ownership of the ship. In particular there shall be no distinction made between national and foreign persons and ships.
